If your IP corresponds to one of following IPs, your server will not be reachable from internet as this is a private IP used on internal network:
127.0.0.1,    10.x.x.x,    169.254.x.x,    172.16.x.x -> 172.31.x.x,    192.168.x.x
If your IP is correct, check if your firewall doesn't block incoming UDP packet.
